The neoliberal guidelines have shifted the purposes of the Colombian university from the social to the economic field. The lack of subsidy to higher education has forced this educational institution to put at the center of its concerns the generation of its own resources to guarantee its survival, all of this occurs in the middle of the international educational market. Reaching this point, has required the will of the Colombian governments and the commitments made through the agreements, treaties and international organizations to which third world countries are subject.
