The Chinese project “The Belt and the Road" and Latin America: Another North for the South?

The extension to Latin America of the global project that China has been officially promoting since 2013 and which is known as the “Belt and Route Initiative” (BRI), has aroused great expectations among Latin American leaders. National and regional governments and business and academic groups believe that Latin American participation in this project, and more generally strategic state‑to‑state alliances with Beijing, can contribute to the long‑delayed and problematic economic “take‑off” of the region. However, a decade and a half of economic relations with China did not bring about substantial changes in Latin American economic and social structures, but rather reinforced Latin America’s path of dependence and primary export re-specialization. The inclusion of Latin America in the BRI, if not a profound change in the approach to development and integration is brought about, could help consolidate the region’s dependent and backward mode of insertion.
